Hi all,
considering the Dvorak layout, it seems that it is not possible to use it in a language that requires accents (like german, french, and so on). Is it so ?

Unfortunately this is true. There is no definition for accented characters according to the Dvorak "standard".
Nevertheless, I am keying in French and German using augmented Dvorak keyboard drivers for Windows. The product you need is KLM 2000 to define your own shades of
Dvorak keyboard layouts.
Of course this tool is only useful for Windows users.
Here are my layouts:
German:

Ö ÄQJK X B MWVZ
Anything missing is on the AltGr level at its original Dvorak position. As you can see, the extra vowels are all on the vowel side of the layout.
French:

è éqjk xb mwvz
!@#$ %^ &*() ?+
";: P YF GCRL Ǩ

È ÉQJK XB MWVZ
The four accents on the right hand side are dead keys for combining with the vowels on the left. Obviously the extremely frequent É and È can be keyed in using two methods.
In both cases key 102 is being used too. I have shown it in its TouchStream position replacing left shift.
TouchStream has to output according to the US layout in order to successfully go through these "foreign" Windows layouts.

Hello Calmusac,
I use a DVORAK Touchstream in Europe. My keyboard setting is US-International (Also in QWERTY layout). With this setting I get accents with key combinations.
E.g. first ‘ then e becomes é. ` then a becomes à. ^ then o becomes ô.
If you want the symbol only, you have to type a character that doesn’t combine or a space.

I also use a Dvorak TS with US-International setting.
It's indeed easy to get accents é è ù à ê ...
But for diaeresis (ë), what do you advise?
